Waning piracy threat in African oceans no reason for relaxation: IMO Durban workshop hears

The virtual elimination of piracy along eastern oceans of the African continent over the last few years – thanks to a concerted highly collaborative international effort – is no reason for the continent to relax.

Other serious crimes involving and affecting international shipping and impacting global trade remain a constant threat and present danger, delegates to a three day International Maritime Organization (IMO) workshop in Durban, South Africa heard on Monday.

Mr William Azuh, head of the Africa section of the IMO’s technical cooperation division, told dozens of delegates from countries many of which are signatories to the Djibouti Code of Conduct (DCoC) that while collaborating actions to deter piracy had largely been successful: “Make no mistake about this, the pirates are not done yet.”

Mr Azuh was speaking during the first of a scheduled three day IMO workshop for countries in Africa that are members of the IMO’s anti-piracy Djibouti Code of Conduct and its revised version, the ‘Jeddah Amendment to the Djibouti Code of Conduct 2017’.

According to the South African Maritime Safety Authority (SAMSA), hosts of the workshop along with the Department of Transport (DoT), the DCoC is a regional counter piracy programme with the main objective of repressing piracy and armed robbery against ships in the Gulf of Aden and West Indian Ocean regions.

However, the revised version – the ‘Jeddah Amendment to the Djibouti Code of Conduct 2017’ – has since expanded the scope of the DCoC to include all acts of criminality in the maritime environment, including illicit maritime activities such as human trafficking and illegal, unreported and unregulated (IUU) fishing.

According to the IMO, the Jeddah Amendment “recognizes the important role of the “blue economy” including shipping, seafaring, fisheries and tourism in supporting sustainable economic growth, food security, employment, prosperity and stability.

DSC_4792.JPG“But it expresses deep concern about crimes of piracy, armed robbery against ships and other illicit maritime activity, including fisheries crime, in the Western Indian Ocean and the Gulf of Aden. Such acts present grave dangers to the safety and security of persons and ships at sea and to the protection of the marine environment.

Crucially, says the IMO; “The Jeddah Amendment calls on the signatory States to cooperate to the fullest possible extent to repress transnational organized crime in the maritime domain, maritime terrorism, illegal, unregulated and unreported (IUU) fishing and other illegal activities at sea”.

“This will include information sharing; interdicting ships and/or aircraft suspected of engaging in such crimes; ensuring that any persons committing or intending to commit such illicit activity are apprehended and prosecuted; and facilitating proper care, treatment, and repatriation for seafarers, fishermen, other shipboard personnel and passengers involved as victims.”

The three day workshop in Durban that began Monday morning is the first of its kind for the Africa region aimed at finding agreement and drawing up action plans for establishment of national and regional maritime information sharing centres for improved maritime domain awareness.

Maritime domain awareness (MDA) is described as constituting three aspects; situational awareness, threat awareness and response awareness. For effectiveness to the benefit of a wider community, MDA needs to exist at national (country), regional (continental) and international level.

In Durban on Monday, Mr Azuh said the vastness of the global maritime domain was such that no region or country in Africa or elsewhere was totally safe and crucially, no region of the world could act alone in efforts to combat crimes at sea that impact global shipping and trade.

“Without the understanding and effective management of the maritime sphere, we all labour in vain,” he said, adding that maintaining the success achieved to date against piracy in a sustainable manner, was dependent on meticulous implementation of IMO guidance and best management practices.

Mr Azuh’s remarks were shared by Mr Sobantu Tilayi, Chief Operations Officer of SAMSA who on behalf of the South African government under the auspices of the Department of Transport, welcomed the delegates to the country.

Mr Tilayi said it was significant that South Africa was hosting the event relevant to its role in both regional and international maritime matters and precisely those include ensuring safety of people and property at sea.

He said ever evolving advances in communication technology were among tools that needed to brought into the fray towards strengthening safety and security of shipping and South Africa has quite a contribution to make in this regard. He enumerated the Nelson Mandela University in Port Elizabeth as among research institutions in the country that were making a significant contribution.

The issue of maritime sector shipping safety and security was a concern not only of countries with direct access to the oceans, according to Mr Timothy Walker, senior researcher at the Institute of Security Studies in Pretoria.

Speaking on “Making Safer Seas for Africa” said piracy at sea and armed robbery of ships had a direct and immediate impact on global trade which involved all countries of the world.

But also, he said, inland waters across countries in Africa were not excluded as there vast areas of these waters that were used for shipping and therefore remained attractive to criminals.

For the reason, cooperation to improve security of the marine domain was of equal economic benefit to everyone hence the need for awareness needed to be fully inclusive of interested and affected parties.

Meanwhile, after a full first day of deliberations, workshop coordinator, Mr Jon Huggins expressed satisfaction with both the intensity and focus of the deliberations, expressing hope that by day three on Wednesday, there would be clarity on a plan of action forward.

Shipping safety and security comes under focus in South Africa at IMO three day workshop in Durban: SAMSA

Strengthening of safety and security of global shipping against all forms of criminal activity at sea through close collaboration and information sharing among maritime states comes under focus in South Africa this week at a gathering in Durban led by the International Maritime Organization (IMO).

The IMO workshop in Durban over three days from Monday 12 November 2018, and  attended by about 60 delegates from the Gulf of Aden and West Indian Ocean region some of whom are member States, including South Africa, will focus on specifically identified requirements to enhance the implementation of the Djibouti Code of Conduct (DCoC) and its revised version known as the ‘Jeddah Amendment to the Djibouti Code of Conduct 2017’.

According to the IMO, of 17 eligible countries to sign the  DCoC and its revised version, several are now signatories. These include the Comoros, Djibouti, Ethiopia, Jordan, Madagascar, Maldives, Mozambique, Saudi Arabia, Seychelles, United Arab Emirates, United Republic of Tanzania and Yemen, Kenya and Somalia.

Ahead of Monday’s start of the three days IMO workshop, SAMSA said delegates will focus on aspects including the promotion of national and regional plans to achieve Maritime Domain Awareness (MDA) and plans to enhance the DCoC information network to meet the objectives of the Jeddah Amendment to DCoC 2017.

“This includes agreeing on a common action plan for establishment of National Maritime Information Sharing Centres in each of the participating States, strengthening of existing DCoC information sharing centres and options to create synergy with the newly established Regional Maritime Information Fusion Centre (RMIFC) in Madagascar and the Regional Maritime Operational Coordination Centre (RMOCC) in Seychelles.

“The workshop will also discuss the development of common Standard Operating Procedures (SOPs) and incident reporting formats to promote interoperability and a regional strategy for information sharing to achieve MDA,” said SAMSA.

Maritime education and skills development remain the vital ingredient for South Africa in her drive to unlock fully the huge value residing in its maritime sector, according to the Department of Transport.

This was said by deputy Minister of Transport, Ms Sindisiwe Chikunga on Friday during the marking and celebration of the World Maritime Day 2018 held over two days at eManzana (Badplaas) in Mpumalanga Province.

She was addressing a crowd of mostly young school children in their matric year who were essentially the target of this year’s marking of the international event as driven and guided by the International Maritime Organization (IMO) to which South Africa is a member.

Also represented were some State owned entities in the transport sector under the Department of Transport inclusive of the South African Maritime Safety Authority (SAMSA) and Transnet National Ports Authority (TNPA), South African Ports Regulator, the Mpumalanga provincial government and local government authorities under which Badplaas falls.

According to Ms Chikunga, targeting young school children from schools in the area was part of a concerted effort by the DoT and government in general to raise and enhance greater public awareness countrywide about South Africa’s status as a fully fledged maritime region and upon which the rest of the world also count on for oceans trade and safety and security, hence its high profile role both in regional, continental and global institutions concerned with maritime matters.

Ms Chikunga described it as proper that South Africa should mark the World Maritime Day annually, and in the process reflect on both its needs and challenges relating to the maritime sector.

Currently she said, education and skills development were the key to unlocking the country’s maritime sector value both economically and socially. Towards this end, the DoT in particular, together with partners in the public and private sectors were offering as much financial and related assistance as possible to the country’s youths keen on pursuing tertiary studies in the sector in South Africa and abroad.

The country’s youth in internal provinces such as Mpumalanga, Free State, North West, Limpopo and Gauteng – all of which are far from the oceans – were not excluded from the maritime education, training and skills development initiatives, nor were those either poor or based in rural communities.

This was, she said, partly evidenced and demonstrated by the alternative staging of the World Maritime Day annually in both coastal and inland provinces – with 2018 having been the turn of Mpumalanga Province, after the Eastern Cape a year ago, and the Free State in the year before.

Held over two days – the Thursday and Friday last week at both the Vygeboom/Oppi Dam and the Badplaas Forever Resorts – the celebration of the World Maritime Day 2018  saw as many 400 pupils from the Gert Sibande District Municipality or greater eManzana area exposed to both basic waters skills, primarily safety, demonstrated by the National Sea Rescue Institute (NSRI) and the South African Police Services (SAPS) water division, as well as career exhibitions.

The youths also participated in the ship building competition and display that allowed for display of some spectacular talent by some.

Mpumalanga Province all out to mark World Maritime Day 2018.

Maritime economies around the world turn their focus momentarily onto the sector globally this week to observe the annual celebration of the World Maritime Day held in the last week of September each year as set by the International Maritime Organization (IMO), and South Africa joins the activity over two days in Badplaas, Mpumalanga on Thursday and Friday.

Domestically, organized and driven by the national Department of Transport, the World Maritime Day 2018 event in Mpumalanga Province that begun on Thursday morning is the second such to be to held in one of South Africa’s five internal provinces in last few years.

“Every year, the IMO observes and celebrates the World Maritime Day (WMD). This event usually takes place during the last week of September each year. It is an IMO event that serves to promote awareness and maximize participation of all maritime transport stakeholders in order to promote safe, secure and environmentally sound seas.

“For the year 2018, the IMO Council and Assembly adopted the theme: “IMO 70: Our Heritage – Better Shipping for a Better Future”. This theme provides the opportunity to take stock and look back, but also to look forward, addressing current and future challenges for maritime sector.

“In 2016 World Maritime Day was celebrated in the Free State Province and saw participation from the two adjoining provinces of Northern Cape and Eastern Cape. Notably so it was a celebration within the perimeters of the Gariep Dam.

“In 2017, the event was celebrated at a coastal town of Port St Johns which was in part celebrating the centenary of OR Tambo. This year, Mpumalanga is hosting the 2018 celebration at Baadplaas Forever Resort,” said the DoT

According to the DoT, this year’s event will be used to profile the World Maritime Day celebration and in the process, raise general public awareness about the maritime sector, particularly the inland communities, raise awareness of the contribution of the maritime sector to the socio-economic lives of South Africans and enhance awareness among particularly school learners from previously disadvantaged communities in the province of Mpumalanga and throughout the country about the career opportunities available in the maritime sector.

Countering what the department describes as a general lack of awareness and ignorance about the maritime sector and which makes it difficult for the public and the media to have interests in the industry, this year’s celebration will focus among other things on South Africa a coastal and a port state, the country’s vision for its maritime sector, its global positioning as a well trusted partner with the IMO and a strategic and trusted partner in the fight against piracy.

Information will also be shared about South Africa preparations to host the 2020 World Maritime Day Parallel Event, the first to be hosted in Sub-Saharan Africa.

Friday’s event will see several senior national and provincial government officials, inclusive of the Deputy Minister of Transport, Ms Sindisiwe Chikunga, senior management of the South African Maritime Safety Authority and others converge Baadplaas Report for the official function starting 9am through to 2.30pm

Veteran South African Master Mariner and an accomplished global shipping and fishing vessels and labour safety guru, Captain Nigel Campbell of the South African Maritime Safety Authority (SAMSA) formally went into retirement on Friday, the organization announced in Port Elizabeth.

Capt Campbell who turned 65 years old in September 2018, retired on Friday after 47 years in the country’s maritime sector, primarily as a mariner, then a ship’s surveyor before becoming an administrator for 16 of his 19 years of service at SAMSA – the latter which he joined in 1999, just as year after the agency was established.

At the time of his retirement, he had risen to the position of Deputy Chief Operations Officer but with yet full responsibility for general management of shipping anf fishing vessels matters as pertaining to SAMSA’s sphere of regulation.

Shipping regulation particularly from a safety perspective was an area of his specialization to the extent that he become SAMSA and the country’s constant representative at international meetings involving the London based International Maritime Organization (IMO) as well as at the International Labour Organization (ILO).

According to SAMSA, it was both Capt Campbell’s passion for especially fishing vessels safety and fishermen’s welfare globally that he not only pioneered by also led both the IMO and ILO in development of regulation management of these aspects through instruments including the IMO’s Cape Town Agreement and ILO’s Convention 188, the latter which was officially implemented first in South Africa at the end of 2017.

Speaking at a send-off function held at the Little Walmer Golf Club in Port Elizabeth on Wednesday afternoon, SAMSA Chief Operations Officer, Mr Sobantu Tilayi described Capt Campbell as a doyen of the country’s maritime sector vessels’ safety regulation whose dedication and strength of character saw him achieve far more than could be reasonably expected, both locally and internationally.

He described him as not only one of the most ‘incorruptable individuals’ in his area of operations but also an industry acknowledged strict disciplinarian who would be satisfied only with high degrees of efficiency.

Mr Tilayi also confirmed that while Capt Campbell officially retires, he will remain in touch with SAMSA and industry on a consultancy basis from November 2018.

For his part, Capt Campbell said: “It was an illustrious career which I enjoyed very much.” He thanked SAMSA for opportunities it had given him and wished the agency well into the future as it celebrated its 20th anniversary in 2018.

The ILO also weighed on in on Capt Campbell’s official retirement, describing him as a major contributor to oceans transport labour safety regulation.

In a video message shared at Capt Campbell’s send off function, Mr Brandt Wagner, ILO’s head of maritime transport policy sectoral unit, said: “Capt Campbell has a long history of working with the ILO on maritime issues. Some of the highlights of his work is that Nigel served as the chairperson of the Committee of the Fishing Sector at the 96th Session of the international labour conference in 2007 which adopted the Work In Fishing Convention 188.

“It was, to a great extent, due to his leadership that key problems were sorted out, and that the conference was not only able to adopt the Convention, but do so with overwhelming positive votes.

“Nigel chaired the tripartite experts meeting to adopt the guidelines on Flag State Inspections under the maritime labour convention in Geneva in 2008. He also chaired the ILO meetings that adopted Flag and Port State Guidelines based on Convention 188, and also the Global Dialogue Forum on the promotion of that convention..

“But besides chairing everything in sight, largely because he got things done, he helped the ILO with many other events around the world,” he said.

Mpumalanga to host South Africa’s 2018 celebration of the World Maritime Day

South Africa’s claim to being a maritime country and upon whose 3200km long shoreline rests only four of its nine provinces – the Northern Cape, Western Cape, Eastern Cape and KwaZulu-Natal – does not imply exclusion of the internal provinces from the country’s broad maritime sector activities.

For this and related reasons, this year’s celebration of the International Maritime Organization (IMO) driven World Maritime Day on 27 September 2018 has been officially confirmed as scheduled for Mpumalanga – one of South Africa’s five internal provinces, this one bordering two neighboring countries; Swaziland and Mozambique.

Formal confirmation of Mpumalanga’s official host status for this year’s World Maritime Day celebrations was made by Transport Minister, Dr Bonginkosi Nzimande in Britain recently.

Addressing the IMO Council’s 120th Session in London held from the 02-06 July, Dr Nzimande said observation annually of the World Maritime Day by South Africa was consistent with the country’s full commitment to and unwavering support for the IMO’s activities in the promotion of maritime economies development across the world.

“We are very proud to be members of this organization and we are honoured to have served the IMO Council in the role of Vice Chair for an extended period. Our service to Council is well documented.

“My presence here represents a statement of renewal of our commitment to the IMO and I can assure you that my country and my people are highly impressed and honour many women and men who have contributed to the 70 years’ history of the IMO,” he said.

Consistent with this, Dr Nzimande noted that the IMO’s theme for this year’s celebration would be focused on the United Nations (UN) agency’s 70 year annivessary and committed that South Africa would follow suite.

“As part of South Africa’s commitment with the IMO, South Africa will host World Maritime Day 27-28 September 2018 in Mpumalanga Province.  The event will be held for two days under the theme; “IMO 70: Our Heritage – Better Shipping for a Better Future.

“During the celebration South Africa will make a career exhibition to showcase careers in the maritime sector to the young South Africans with the aim to introduce more leaners to the careers available in the maritime sector and also to showcase the milestone of the maritime sector to the rest of the local communities,” he confirmed.

Meanwhile, Dr Nzimande also outlined South Africa’s progress with revision of some of its maritime sector legislation, but precisely the Merchant Shipping Act of 1951.

He said: “Mr Chair, my country has recently adopted its Comprehensive Maritime Transport Policy (CMTP). Following the adoption of the CMTP, we are now in the process of realigning our domestic legislation in line with the CMTP and in this regard, we have made great progress in reviewing the Merchant Shipping Act of 1951.

“The Maritime Transport Strategy (MTS) is being finalised.”

Dr Nzimande said further that: “Mr Chair I am reporting on these matters firstly as a way of sharing information on the progress we have made in addressing some of the fundamentals of being a maritime nation but secondly to say that we are open to sharing our experiences through the technical cooperation programme of the organization (IMO).

Dr Nzimande also confirmed South Africa’s new approach to observing the international Day of the Seafarer as had occurred last month, where the event was staged in three of South Africa’s  major coastal cities simultaneously for the first time in the eight year history of the event.

He said: “Mr Chair like many other Member States of the IMO, South Africa celebrated on 25 June 2018, the Day of the Seafarer. This year we launched Seafarer Dialogue Platforms (SDPs) in three cities, i.e. Durban, Cape Town and Port Elizabeth. I have declared that Seafarers’ Dialogue Platforms will become the feature of the future celebrations of the Day of the Seafarer.”

During the address of the IMO Council session, Dr Nzimande also formally confirmed South Africa’s deposit of the instrument of accession to (formal ratification of) the International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel, 1995 (STCW-F 1995) with the Secretary-General of the IMO.

Summarily, the STCW-F 1995 is an agreement binding on IMO Member States to “undertake to promulgate all laws, decrees, orders and regulations and to take all other steps which may be necessary to give the Convention full and complete effect, so as to ensure that, from the point of view of safety of life and property at sea and the protection of the marine environment, seagoing fishing vessel personnel are qualified and fit for their duties.”

Dr Nzimande described South Africa’s submission of its ratification of the convention as signifying the country’s “commitment to bettering the lives of fishing folks.”

Following to this in Cape Town on Wednesday this past week, the South African Maritime Safety Authority (SAMSA) that is responsible for ensuring implementation of the convention held a 6th session of a Fishing Indaba to share the development with domestic stakeholders.

In London, with the formal announcement, Dr Nzimande also urged IMO Member States who had not yet ratified the Cape Town Agreement on the implementation of the Torremolinos Convention to “do the right thing as immediate as possible.”

“In conclusion, permit me Mr Chair to thank the IMO for putting its trust on South Africa by allowing us to host the 2020 IMO World Maritime Day Parallel Event. We are exactly 791 days from today to October 2020 when we will welcome many of you to witness the progress we would have made by that time.

“This being the Centenary of two of our liberation heroes, Mr Nelson Mandela and Mrs Albertina Sisulu, let us lead by the example they left for us by being steadfast in our search for solutions to challenges facing shipping today,” he said

MTCC-Africa gets going with global shipping initiatives against greenhouse gas emissions: SAMSA

The Africa maritime region’s contribution to improvement of trade ships’ compliance with international regulations on energy efficiency and particularly the uptake of low-carbon technologies is well underway following to the formal convening for the first time, of members of the Africa region’s Maritime Technology Cooperation Centre (MTCC-Africa) in Mombasa, Kenya recently.

The MTCC-Africa is a newly launched International Maritime Organization (IMO) and European Commission funded initiative known as the Global MTCCs Network (GMN), with centres also in Asia, the Caribbean, Latin America and Pacific regions.

According to the IMO, the initiative funded to the tune of €10 000 000 over four years in 2017 is geared towards building capacity in the targeted regions for climate mitigation in the world’s maritime shipping industry.

In fact, that is its theme: ‘Capacity Building for Climate Change Mitigation in the Maritime Shipping Industry’

This, according to the IMO, comes against the backdrop of scientifically verified mounting concerns that Greenhouse Gas (GHG) emissions from maritime shipping industry will continue to increase globally.

Compounding the problem is that developing countries which continue to play a significant role in international shipping, lack the means to improve energy efficiency in their shipping sectors.

The IMO initiative’s funder, the European Commission states that: “This four-year project will enable developing countries, especially Least Developed Countries and Small Island Developing States, in five target regions – Africa, Asia, the Caribbean, Latin America and the Pacific, to effectively implement energy-efficiency and emissions reduction measures through technical assistance and capacity building.

“These regions have been chosen as they have significant number of LDCs and SIDSs.”

The Africa region centre, approved a year ago this month, is being hosted jointly by the Jomo Kenyatta University of Agriculture and Technology (JKUAT), the Kenya Maritime Authority (KMA) and the Kenya Ports Authority.

Member countries to the MTCC-Africa centre, among them ‘focus point’ countries including South Africa, gathered in Mombasa for their inaugural meeting in December 2017.

South African Maritime Safety Authority (SAMSA) officials that attended the event along with representatives of 12 other African countries, report that the launch ceremony of the MTCC-Africa was led by Ms Nancy Karigithu, Principal Secretary of Kenya Maritime and Shipping Affairs.

The line-up of speakers included Mr Stefan Micallef, Assistant Secretary General and IMO Director of the Marine Environment Division and Mr Bruno Pozzi, the Deputy Head of the Delegation of the European Union to Kenya.

Mr Elijah Ramulifho, Senior Manager: Maritime Policy at SAMSA who was one of two officials to represent the agency at the meeting says key issues discussed included; climate change mitigation requirements for shipping lines; laws against marine pollution (MARPOL Annex VI); the greening of maritime shipping through energy efficiency, low carbon technologies and data collection.

“A significant amount of time was spent on break-away sessions where case studies and scenarios were discussed for different African regions. Countries represented included South Africa, Mozambique, Namibia, Ghana, Nigeria, Kenya, Madagascar and Mauritius.

“Country Focal Points (that include South Africa) were requested to make presentations on the respective country’s state of affairs on issues related to MARPOL Annex VI and its implementation, expectations on what sort of assistance can MTCC-Africa bring to facilitate effective and efficient implementation, and any lessons learned during the workshop and/or any experience to share with delegates from other countries and the African region at large,” he says.

The MTCC-Africa ‘focal points’ cover the entire continent from the North (Suez / Mediterranean), the West (Atlantic), Central (Landlocked Countries), South African, East (Indian Ocean) and Small Islands States.

The Deputy Head of the European Union Delegation to Kenya, Mr. Bruno Pozzi told the gathered African country delegates that the region’s participation in the global effort was timely in terms of the established need for collaborative global action against climate change.

“Tragic events induced by climate change are witnessed globally. The European Union knows well that climate change can bring about an unprecedented reversal in the progress towards poverty eradication and can undermine efforts towards sustainable and inclusive development.

DSC_3579a“Africa is particularly vulnerable – droughts and flooding equally testify to this,” said Mr Pozzi further urging that all countries and regions, together with all economic sectors, had a responsibility and were expected to make their fair contribution towards attainment of the climate goals agreed in Paris in 2015.

“The shipping industry is no exception to this. That’s why the European Union supports this centre we are opening today. Mombasa as one of the major ports in Africa is a fitting host city for Africa’s Maritime Technology Cooperation Centre. This opportunity should be seized to the maximum. I invite all African states with maritime shipping activities to collaborate with the MTCC-Africa”.

Going forward over the next three years, Mr Ramulifho says MTCC-Africa will be the focal point for pilot projects slated to promote uptake of energy efficient and low carbon technologies, data collection, analysis and reporting on fuel consumption; and baseline surveys of air quality within African ports.

“Some of the important resolutions included the need to constitute the Regional (African) Steering Committee for the development of Terms of Reference for engagement and future MTCC-Africa activities; need to develop MOUs between all the Focal Point Countries and MTCC-Africa” says Mr Ramulifho.

The next gathering of the MTCC-Africa is scheduled for  Toamasina in Madagascar on 16 – 17 May 2018.

Volvo Ocean Race 2017/8 digs deep into world’s oceans plastic pollution

This is a complete wrap up of the Volvo Ocean Race 2017/8 3rd leg in Cape Town, South Africa two weeks ago. The glamorous global yacht race -a.ka. the F1 Race of the Seas – is currently leaving Melbourne for Hong Kong (Tuesday morning, 02 December 2018) and carries aloft its masts, a crucial message about the increasing swelling of the world’s oceans with micro-plastics.

The world’s maritime sector is stepping up its fight against pollution of the seas, with particular focus currently being on plastics pollution of the oceans, and in the mix of tools being deployed in the war is water sports.

At the pinnacle of the world’s water racing sports codes now fully engaged against oceans plastic pollution is the Sweden driven global yacht race, the Volvo Ocean Race; a multi-billion rand oceans yacht race equated to the Formula One (F1) annual car racing event, and run every two years across the world’s oceans over a period of just over 260 days at a time.

The 2017/8 Volvo Ocean Race is currently underway, having kicked off with seven yachts in Portugal in November, with a stopover in Cape Town 20 days ago, and now presently departing Melbourne in Australia  for the 6000 nautical miles 4th leg towards Hong Kong, which the yachts should reach in about 20 days (20/1 January 2018).

DSC_2429On arrival in Cape Town’s V&A Waterfront for the South Africa leg on November 24, topping celebratory activities to mark the two weeks’ stopover lasting until 10 December, were two, two-day United Nations-driven conferences focused on collaborative efforts for sustainable oceans management

Following to these in the second week, was also a two-day Volvo Ocean Race sponsors’ Oceans Summit on proposed global cooperative actions for the combating of the growing menace of plastics pollution of the world’s oceans that’s said to be increasing at an alarming rate.

Put differently, seven (7) full working days out of 14 of the Volvo Ocean Race stop-over in South Africa from 24 November 2017 to 10 December 2017 were devoted entirely to discussions and information sharing on sustainable oceans management as well as current and proposed actions to combat plastics pollution of the world’s oceans.

Crucially, organizers of the separately staged yet thematic-linked discussion forums were emphatic on the importance of the use of the Volvo Ocean Race as a creative tool to draw the general public’s attention to the oceans management issues, but also as an ideal platform for information sharing particularly about the problems of plastics pollution of the world’s seas.

DSC_2265The Volvo Ocean Race now in its 13th edition since launch 42 years ago is a major drawcard to a global mixed audience of millions of people in 113 countries, and shored up by more than 8000 hours of global television coverage with an average media value of 47.5 euros (2015 values). Corporate sponsors also number in the thousands.

In Cape Town alone, an estimated two-million people take time out to watch the race or visit the yachts’ yard during the two weeks stop over at the iconic V&A Waterfront in Cape Town, located at no more than a kilometre off the foot of Table Mountain, at Victoria Bay.

According to organizers, the Volvo Ocean Race 2017/8 edition is the first of its kind to focus attention on plastics pollution of the oceans, and its involvement goes beyond providing a platform for publicity and discussion, but also involves direct participation by the racing yachts in collecting scientific data on the extent of the spread of plastics at sea as well as their impact.

A number of scientific consortium are involved in the problem solving endeavor, among them the National Oceanic and Atmospheric Administration (NOAA), JCOMMPS, UNESCO-IOC, GEOMAR and SubTech.

 

In partnership, the agencies use the Volvo Ocean Race to collect both meteorological and oceanographic data for a better understanding of oceans weather patterns, but also for the first time, use of instrumentation for the measurement of CO2 as well as collection of samples of microplastics increasingly swelling the seas waters.

In the following three videos recorded in Cape Town two weeks ago, Ms Celine Greuzard, Communications director of the Volvo Group, Ms Anne-Cecile Turner, the Sustainability Programme Leader of the Volvo Ocean Race and Mr Richard Brisius, President of the Volvo Ocean Race explain the rationale of the involvement of the global yacht race in the maritime world’s fight against oceans plastics pollution.

 

In the following four videos, Mr David Green, chief executive officer of the V&A Waterfront shares his organization’s perspective of and role in the Volvo Ocean Race to South Africa, while Mr Bruce Parker-Forsyth, MD of Worldsport shares the South Africa perspective of the race to local socio-economic development, and Captain Ravi Naicker of the South African Maritime Safety Authority (SAMSA) explains the role played by the State agency in monitoring and combating oceans pollution by ships, in terms of both local legislation as well as conventions of the International Maritime Organization (IMO) to which South Africa is a member.

In the next two videos, Dr Ivone Mirpuri of the Portugal based Mirpuri Foundation – and contributor during the Volvo Ocean Race Cape Town Oceans Summit – and Mr Ulrich van Bloemenstein of the Department of Environmental Affairs share their views of the event.

Meanwhile, South Africa which in 2017 became the venue of several continental and global meetings on plastics pollution of the seas, these including an Africa Oceans Plastic Pollution Seminar over five days, should see more increased action in the coming year, according to Ms Silindile Mncube.

She is the South Africa leader of the ‘Let’s Do It’ international NGO involved in plastics pollution combating initiatives.

During the Volvo Ocean Race Oceans Summit in Cape Town, she shared the NGO’s plans to actively getting involved in South Africa and the rest of the continent, with the launch of a dedicated “plastics cleanup day” during 2018.

South Africa thanks AU for support at IMO Council elections: Chikunga

South Africa has expressed appreciation for the continued support it is receiving from the African Union, this after the southern tip of Africa’s country lobbied successfully to retain its seat in the International Maritime Organization’s (IMO) Council in London on Friday.

Despite South Africa having served on the IMO Council and its Assembly since 1995, deriving in part from a relationship established as far as 1948, election for a seat onto the IMO Council is not a foregone conclusion and the 40 Member States that serve on it have to wage a convincing campaign among the 176 countries that make up the United Nations maritime affairs body’s Assembly.

During the IMO Assembly’s  30th Regular Session in London last week, the situation was not any different. The IMO Assembly has been meeting in London since 25 November 2017 and will wrap up business for the session on Thursday this week, (06 December).

Voting to elect new Member States to the IMO Council for the 2018-2019 period took place last Friday – the 5th day of the 30th Regular Session of the Assembly and South Africa emerged among the 40 Member States that will now serve on the council in the next two years.

The IMO Council, – the supervisory structure of the IMO Assembly over two year periods between sessions – is made up of three categories of Member States;

 

Fishing vessels due for display of flag State on international waters: IMO

Fishing vessels on international waters may soon be expected to display their identities prominently, in the form of flags of States in which they registered, should the International Maritime Organization (IMO) Assembly pass a resolution proposing this at its scheduled meeting in November 2017.

This is according to the IMO in an article published on Thursday reflecting on progress achieved during a five day seminar for Anglophone African countries held in Cape Town a week ago focused on an agreement on global fishing vessels safety being canvassed for ratification and implementation.

The seminar at the Castle of Good Hope from Monday to Friday (16-20 October) was the second for African countries and seventh in the series since the founding of the IMO ‘Cape Town Agreement by 58 countries in the same city five years ago.

Ms Sandra Rita Allnut, the head of Maritime Technology in IMO’s Maritime Safety Division led the IMO team for the Cape Town seminar attended by 10  Africa Anglophone region countries last week, and in her view, the gathering achieved its main objectives.

Earlier seminars organized jointly by the IMO  and the Food and Agriculture Organization (FAO) were held in the Cook Islands (28 August – 1 September 2017), also involving 10 countries in the Pacific region; in Côte d’Ivoire (December 2016), for 12 countries from the Africa Francophone region; in Indonesia (April 2015), for 11 countries from the East Asia region; in Belize (October 2014), for 13 countries in the Caribbean; and in Peru (June 2014), for 12 countries in Latin America.

The aim of these seminars according to Ms Allnut was to promote ratification of The Cape Town Agreement 2012 as a means to bringing into effect the provisions of the 1977 Torremolinos International Convention for the Safety of Fishing Vessels, which was later modified by the 1993 Torremolinos Protocol.

In ratifying the 2012 Agreement, she said, IMO member States would be giving consent to amendments to the provisions of the 1993 Protocol, thereby facilitating their coming  into force as soon as possible thereafter.

In terms of the arrangement this would require at least 22 IMO member States to give effect to the treaty coming into force in no less than 12 months after endorsement.

DSC_1750However, additional conditions include that the agreement ratifying member States operating on the high seas would need to have an aggregate 3,600 fishing vessels of 24 m in length and over, collectively.

So far, only seven countries have ratified the Cape Town Agreement: Congo, Denmark, Germany, Iceland, Netherlands, Norway and South Africa and together, they have an  aggregate stock of 884 fishing vessels of 24 m in length and over, operating on the high seas.

DSC_1771 (3)At conclusion of last week’s seminar at Castle of Good Hope in Cape Town, an undertaking was given that South Africa, actively and closely working with the IMO, would assist African countries with legal and technical expertise where needed.

South Africa would also share such other expertise as may be necessary including a draft of regulations aimed at giving effect to ratification and implementation of the IMO Cape Town Agreement.

Meanwhile, in an article by the IMO on Thursday, reflecting on the South Africa hosted seminar last week, the organization said moves to promote global safety of both fishing vessels as well as fishing workers were gaining ground in a number of key areas.

DSC_1728According to the IMO, these included the entry into force of treaties under the International Labour Organization (ILO) and the FAO – among these, the ILO’s Work in Fishing Convention 2007 (Convention No. 188) effective 16 November 2017.

The treaty sets minimum requirements for work on board fishing vessels, including hours of rest, food, minimum age and repatriation.

In addition, a number of proposals to address illegal, unregulated and unreported (IUU) fishing, focusing on key areas of vessel identification; flag and port state performance; training and implementation of relevant instruments; and environmental issues were recently agreed by the IMO’s Sub-Committee on Implementation of IMO Instruments (III).

In further progress, in late November 2017, the IMO Assembly is expected to adopt a resolution to extend the IMO ship identification number scheme, on a voluntary basis, to all fishing vessels that are more than 12 metres in length and authorized to operate outside waters under national jurisdiction of the flag State.

According to the IMO, the move is anticipated to contribute to the maintenance of a global record on registered fishing vessels.
