Fire on cargo vessel at Port of Ngqurha under control: SAMSA

Work to salvage the last batch of about 32 containers in hatch No4 of the fire ravaged Liberian flagged cargo vessel currently docked at the port of Ngqurha was due to begin on Wednesday morning, on condition that the fire in the hold had been successfully extinguished, the South African Maritime Authority (SAMSA) reported on Tuesday night.

img_6445According to SAMSA, fires in the lower hold No4 of the APL Austria vessel had already been extinguished except for two containers in the cargo holding area that had been packed with candles and which had since melted into wax.

This was despite the No4 cargo hold having filled with water equivalent the height of four containers as result of firefighting efforts that began on board the vessel on Sunday afternoon on the eastern ocean of South Africa, some 30 nautical miles south west of country’s world reknowned surfing mecca, Jeffrey’s Bay.

At the time, according to SAMSA, the 280 metres wide and 72 000 ton cargo carrier was headed west towards the Cape Peninsula.

After reporting the blaze on board, SAMSA’s Maritime Rescue Co-ordinating Centre (MRCC) based in Cape Town, redirected the vessel back to the port of Port Elizabeth and eventually its current anchor alongside the port of Ngqurha, some 30 kilometres east of Nelson Mandela Bay, where rescue operations continued including the safe evacuation of its entire crew.

On Tuesday night SAMSA reported that as many as 281 containers had been removed from the vessel and that to maintain ongoing stability of the situation, containers forward and aft of No.4 cargo hold on deck were also being discharged to create working space and a fire-break on deck, while contents of burnt damaged containers which were discharged were being de-stuffed into skips ashore.

Burned damaged containers would be moved off site as from Wednesday, said SAMSA. Meanwhile, firefighting services remained on site including TNPA tugs are boundary cooling and on standby.

The cause of a major blaze on board the APL Austria, a Liberian flagged cargo vessel now docked at Ngqura harbour, some 30km east of Port Elizabeth, may take time to determine; the South African Maritime Safety Authority (SAMSA) said on Monday as firefighters continued to battle the blaze earlier in the day.

According to Captain Daron Burgess, a Principal Officer for SAMSA’s Southern region; rescue services were set in motion on Sunday afternoon, at approximately 5.49pm, after the SAMSA Maritime Rescue Coordination Centre (MRCC) located in Cape Town was alerted of a fire on board the container vessel.

At the time, according to Capt Burgess, the vessel was 30 nautical miles South-West of Cape St Francis – some 50-70 kilometers west of the city of Port Elizabeth.

He said when alerting the MRCC, the crew of the vessel had been of the impression that the fire was on the vessel’s “No.3 cargo hold” only to be later established as having broke out in its “No.4 cargo hold”.

The APL Austria built in 2007 is about 280 meters in length overall,  with a beam of about 40m and a gross tonnage of about  71 867 tons and a deadweight of some 72 807t.

“The vessel was instructed to proceed to Algoa Bay anchorage and she arrived at the anchorage area at 02h00 this morning, Monday 13 February 2017. There are several containers containing hazardous cargo on deck above No.4 cargo hold, but fortunately none of them were on fire,” said Capt Burgess.

According to Capt Burgess, relevant senior officials of the port of Ngqurha, Transnet National Ports Authority (TNPA) and SAMSA boarded the vessel from about 4am on Monday for an assessment of its conditions while firefighters, inclusive of three TNPA harbour tugs assisted with the firefighting operation by providing boundary cooling.

“Lots of black smoke was emanating from the vessel. The weather conditions have been favourable since the incident occurred, with a light South-Easterly wind. The vessel heaved anchor at about O5hOO this morning and was instructed to proceed further out in the bay to clear the other vessels at the anchorage area. The tugs continued with boundary cooling during the morning hours; during the night the vessel used their on board fire extinguishing media.

“After the fire was relatively under control, arrangements were made to take the vessel into the Port of Ngqura with the Metro Fire Fighters on standby and to deal with the situation upon arrival alongside. The vessel entered the Port of Ngqura at approximately 10h00 this morning. It is not yet clear at this stage what caused the fire. An investigation will be undertaken once the fire is extinguished to try and establish the cause of the fire,” reported Capt Burgess.

The South African Maritime Safety Authority (SAMSA) confirmed on Sunday that it had begun an investigation into a tragic incident of a Transnet National Ports Authority (TNPA) owned vessel that capsized at the port of Cape Town on Saturday, leading to the death of one person, while two others narrowly escaped.

According to SAMSA in a statement on Sunday evening, the incident occurred at about noon on Saturday when a TNPA service launch vessel apparently capsized some 300 meters off-shore of the eastern breakwater with a skipper and two (2) crew members on board.

With recovery efforts set in motion shortly thereafter, the crew members were rescued and given medical attention but the skipper tragically lost his life, with his body recovered a day later, only on Sunday afternoon.

SAMSA extended its condolences to the family, friends and colleagues of the skipper, and confirmed that it had begun an investigation into the incident.

A fire that consumed a Russia registered fishing trawler, the MFV Verano at the port of Cape Town for seven straight days has finally been put out, a joint operations team tasked with battling the blaze has confirmed.

The South African Maritime Safety Authority (SAMSA) also confirmed that another flareup on the bridge of a vessel, the Da Yuan Yu, also docked at the port was also dealt with quickly and successfully on Wednesday afternoon. The cause of the fire on the second vessel had also not yet been established.

Meanwhile, a joint task team tasked with fire onboard the Verano which began last week Wednesday, reported that it had finally subdued the flames at about 6pm on Tuesday.

“All boundary cooling activities are discontinued, though fire services have been placed on standby for any emergencies.The vessel is still listing to starboard but remains stable. The appointed Salvors have fully mobilized on site. Daily operational meetings with Salvors continue. The cause of the incident remains undetermined at this stage. The port continues to operate as per normal, with the incident having no further impact on operations,” the statement said.

SAMSA had earlier said an investigation into the cause of the fire on the MFV Verano would get underway as soon as conditions allow.

The  MFV “Verano”, a fishing trawler berthed at quay 703  at the port of Cape Town and which has been on fire since Wednesday last week,  is reported to have cooled down substantially, and that even though she is listing to starboard, she remains in a stable condition.

Shortly after the fire broke out,  five crew members on board were safely evacuated with no injury or loss of life and a Primary Joint Operations Centre involving the Transnet National Ports Authority (TNPA) was established with a mobile incident command on site on a 24 hour basis.

Heavy plumes of smoke, believed to be coming from burning plastic packaging material and polystyrene stored in a fish hold within the vessel, covered the area as firefighters from the Cape Town Firefighting Department joined forces with tugs to try and extinguish the blaze.

A fishing vessel adjacent to the burning vessel had to be shifted to another area in the port and the Transnet temporarily shut down the container terminal operations.

The following day, Thursday the fire at the front of the vessel as well as the accommodation section had been contained but remained burning aft of the vessel due to the plastic packaging material onboard.

Plans were discussed to debunker the fuel onboard.

On Friday the fire was still emanating in number 2 fish hold and in the paint store located in the forecastle. This prompted plans to pump water out from the hull and open hatches to apply high expansion foam into the vessel.

Over the weekend the fire situation continued to be at a moderate condition and to secure the area, an oil boom was deployed around the vessel to prevent any pollution that could occur. By this time, Transnet Port Terminals Container Terminal was back to full operational.

On Monday this week the joint operations team reported further improvement in the situation with the vessel now substantially cooled down. It reported the vessel as still listing to starboard but  in a stable condition.

Early Tuesday  smoke still bellowed from the number one fish hold while boundary cooling continued on either side of the vessel.

In a statement during the day, it was announced that an assessment has been undertaken by a TNPA appointed Marine Surveyor and P&I surveyor while the vessel owners had also appointed Salvors, to help extinguish the fire, de-water and make the vessel safe.

Meanwhile, records indicate that the MFV “Verano”, a Russia registered but South Korean owned vessel, has been stationed at the port of Cape Town since October 2013 after it had reported for cargo discharge, thereafter berthed for repairs before uplifting bunkers after which it docked at quay 703 – its current position.

SAMSA is maintaining a close eye on the process and will conduct an investigation when once it is safe to do so.

Efforts by firefighters to put out a fire engulfing a Russia flag bearing vessel docked at the Cape Town harbour continued into late afternoon on Wednesday.

According to the website, sea-web.com; the 41 year old vessel, known as a ‘factory stern trawler’ type, is owned and operated by Insung Corporation of South Korea.

The cause of the fire which broke out on the vessel named Verano, at about noon on Wednesday, was still unknown, according to the South Africa Maritime Safety Authority (SAMSA).

Samsa’s Western Region acting Regional Manager, Captain Gustav Louw confirmed

  • that a surveyor had been dispatched to do some preliminary inspection soon after the fire broke out on the vessel.
  • Full investigation would take place only after the fire was put out.
  • He also confirmed that crew of the vessel had successful escaped the fire on the vessel.
  • At 17h00 the Cape Town Fire Department and TNPA tugs were still on the scene trying to extinguished the fire.

Arrested Chinese vessel faces more charges – to remain in custody until fines are paid: SAMSA

The Chinese fishing vessel, Lu Huang Yuan Yu 186 captured and arrested by South African authorities last weekend after being found to have conducted itself illegally, is to remain in South African custody until all fines imposed on its owners have been settled, alternatively, a court case is instituted, goes on trial and concluded.

This is according to the South African Maritime Safety Authority (SAMSA) which on Wednesday (18 May 2016) announced to have found that the vessel had contravened environmental laws governing the country’s territorial waters.

In the statement, SAMSA said its investigation had established that documentation of the vessel was  in order. However, it had been found to have violated the country’s environmental laws governing the oceans. SAMSA confirmed that: “the fishing vessel was detained today and two Admission of Contraventions were issued to the master and owner of the vessel.

“The detention and fines were issued because of an unauthorised pump and flexible pipes from the engine room bilges directly over the side and that no Oil Record Book was available on board the vessel.

“This is a direct violation of our marine pollution legislation. The vessel will only be released once the two non-conformities has been rectified and detention fee paid.

“We still have to wait to see if the master and owner will accept and pay the Admission of Contraventions or prefer to go to court, in which case we will have to lay charges at the police station and allow the law to takes its course,” said SAMSA in a statement.

The organisation further said that the country’s ports authority, the Transnet National Ports Authority (TNPA) and other relevant authorities had been notified of the detention.

DAFF briefed on findings

Earlier on Wednesday, SAMSA officials also met and briefed the Deputy Minister of Transport, Ms Sindisiwe Chikunga of their findings and determination following a visit and on board investigation of the vessel by the organisation’s surveyors on Monday afternoon.

The SAMSA findings and fines will be in addition to a set of others fines imposed on the vessel by other South African authorities including DAFF and SARS.

This followed the capture and arrest of the Chinese fishing vessel with nine crew on board on Friday last week off the coast of the Eastern Cape and berthed at the port of Cape Town.

It and several similar vessels believed to be from the same company, en route to the DR Congo were sought to be rounded up by DAFF officials for inspection following reports of suspicious behaviour, but refused.

According to DAFF, the vessels were initially rounded up and ordered to obey officials, but soon scattered and disappeared, except for the one that was eventually captured and arrested.

A DAFF spokesman, Ms Bomikazi Molapo said: “The crew claimed to have been travelling to the Democratic Republic of Congo where they claim they were going to fish and claim to have the necessary permits to do so. We have also established that this fleet of nine vessels is related and belong to the same company.”

Shortly after its berthing at the Cape Town harbour on Saturday, according to DAFF, rummaging was conducted on the captured vessel involving the South African Police Service (SAPS), the South African Revenue Services (SARS) as well as the Department of Home Affairs (DHA).

Ms Molapo said while the early investigators found no fish on board the vessel, it had however violated the country’s Marine Living Resources Act (MLRA) in that the fishing vessel entered the country’s EEZ without the authority of a valid permit.

“The vessel also contravened Section 56 (2) in that (the) Master or crew member of the fishing vessel in question, did not immediately comply with lawful instruction as given by a fishery control officer and also did not facilitate the safe boarding, entry and inspection of the fishing vessel,” she said.

Due to these violations, DAFF issued a seizure notice that will involve the vessel, its gear and equipment, stores as well as cargo.

In terms of this, the vessel will not be allowed to leave the port of Cape Town or relocate to any other berthing space within the port, unless authorized to do so by DAFF.

According to DAFF, SARS had also fined the vessel R8 000 for tobacco and cigarette related charges. SAPS was also following up and investigating a case involving the keeping of dogs in the vessel.

Centre for Sea Watch and Response had kept an eye on the vessels

Meanwhile, it has since dawned that the SAMSA Centre for Sea Watch and Response (CSWR) had actually tracked a number of the vessels as soon as they were within South Africa’s territorial waters on 07 May 2016 and according to its report, the Chinese fishing vessels had left China at the end of March 2016 destined for the Congo in West Africa.

The Centre said it had tracking AIS data for only six of vessels, indicating that carriage of AIS transponders for fishing vessels was a “flag State” requirement and that not all fishing vessels carried these devices.

This notwithstanding, the Centre said it had noted that the 10 vessels were detected by MRCC Mauritius and their National Coast Guard (NCG) aircraft was launched to interrogate (them). Their identities were established as Lu Huang Yuan Yu 185, 187, 197 and 199 and these were heading towards Congo.

Six others, the Lu Huang Yuan Yu 186, 188,189,195, 198, and Xu Huo 9618 were bound for Port Louis, and arrived on 28 April before departing on 01 May after bunkering at outer anchorage.

The Centre said: “The vessels entered SA waters on 07 May; passing through territorial waters off Richards Bay about 19h00 on 08 May, and Durban on 09 May; then Port Elizabeth on 10 May and rounded Cape Agulhas on 11 May, and off Cape Town about 14h00 on 12 May heading toward Saldanha Bay area. This is a distance of about 880 miles in about 91 hours which equates to an average speed of 9,6 knots.

According to the Centre, the track data of the six vessels indicate that they entered the SA coast near Richards Bay and stayed within the territorial zone all the way and passed Cape Town in keeping with their response to the Mauritian Authority of heading to the Congo.

The Centre said following the attempted roundup of the fishing vessels for inspection by the DAFF’s coast guard vessel, the FPV Victoria Mxenge, about 25 miles SW of Saldanha, the vessels dispersed and eventually continued heading northward towards Namibian waters.

SAMSA said that Namibian authorities had since been informed about the alleged incidents in South African waters.

The latest tracks show eight of the 10 vessels off Angola, outside of their EEZ.

The South African Maritime Safety Authority (SAMSA) has received praise from Government for its speedy facilitation of the registration of cargo trade vessels now carrying the country’s flag in the past year.

The accolade came from national Transport Ministry’s deputy Minister Ms Sindisiwe Chikunga during a Presidential Imbizo week event held at the port of Saldanha on Monday.

Speaking during the open imbizo of the maritime economic sector (oil and gas subsector) chaired by the Transport Ministry and attended by the media, to receive reports on progress achieved so far with new infrastructure development being undertaken at the port of Saldanha, Ms Chikunga hailed SAMSA’s pace in achieving the registration of at least three cargo vessels in 2015 under the South African flag.

Ship registry is among priorities identified under Operation Phakisa (Ocean Economy) launched a year ago.

The first of the three private sector trade vessels now carrying the country’s flag was registered in September 2015, followed soon thereafter by two others.

Ms Chikunga noted how she had put ‘tremendous pressure’ on SAMSA to “deliver” on the goal but went further to describe the feat as exemplary of the high pace denoted by Operation Phakisa (meaning “speed things up”) in implementing timely, programs and processes jointly identified by Government and the private sector as required for the country’s economic rejuvenation and growth, but especially the maritime economic sector.

“We made promises to the people of South Africa. We have to deliver on those.” She said, adding that while the ministry was happy with the development, the country needed more vessels registered.

“We now want to see 50 more registered and we want to know from the institution (SAMSA) how soon can we have that 50 in our books,’ said Ms Chikunga during a media conference.

However, the applause for SAMSA contrasted the mood of both the deputy Minister as well as private sector representatives that greeted a Transnet National Ports Authority (TNPA) report on progress achieved so far with development of the port of Saldanha.

The gathering was the first of several this week during which Government and private sector principals across sectors are meeting to thrash out challenges facing the economy and to come out with clear plans on how best to overcome these.

IMG_1172 (2)Ms Chikunga said the imbizo at Saldanha Bay on Monday had been convened to receive and evaluate reports by both her office as well as concerned maritime sector investors on TNPA’s progress with projects earmarked for the port of Saldanha in terms of the Operation Phakisa (Ocean Economy) plans for the Marine Transport and Manufacturing lab – one of five targeted for prioritization in the revitalization of the country’s maritime economic sector.

Precisely, in terms of the MTM lab recommendations, the port of Saldanha was approved by Government for the establishment of a purpose built oil and gas port infrastructure, with TNPA charged with facilitating rapidly not only the development, and unlocking investment in new and existing port facilities around the country, but also with creating and implementing a public procurement and localization programme, as well as developing a strategic marketing campaign and value proposition for target markets.

According to a presentation by port of Saldanha manager, Mr Willem Roux, the oil and gas infrastructure intended for development at the West Coast port, at an estimated investment of approximately R10-billion, include a proposed Mossgas quay extension, a general maintenance quay, a new oil and gas repair berth as well as an extension of the current iron ore berth.

This would be in addition to a long planned development of an Industrial Development Zone alongside the port.

It emerged at the imbizo on Monday the expectation was that with timely execution of the MTM lab related plan for the oil and gas port infrastructure by the TNPA, at least 3 000 direct and indirect jobs would be created each year since 2014 – a figure said should have doubled to 6 000 new direct and indirect jobs to date.

However, tempers flared at times during the imbizo after it emerged that according to TNPA current plans as presented by Mr Roux, the key facilities of the development at the port of Saldanha earmarked for the oil and gas subsector would most likely be ready for utilization by about 2019 instead of the scheduled 2017.

This according to Transnet, was due in part to the need for the relocation of manganese ore from both the port of Saldanha as well as the port of Port Elizabeth to the Ngurha deep water port also in Port Elizabeth. This would take three years through to 2019 to complete, the parastatal reported.

The report did not go down well with neither Ms Chikunga nor the investment, business and local community representatives virtually all of whom saw the performance as ‘slow’.

Speakers all bemoaned what they described as a reflection of South Africa’s apparent inability to stick to undertakings, and instead seemed at ease with moving further time frames for delivery of identified infrastructure development programmes.

Business representatives said this practice did not only paint a bad image of the country in the investment community but was also proving costly to those investors already committed.

Saldanha Oil & Gas 1In addition, local business and civic society representatives were far from pleased that the number of jobs planned for the port of Saldanha infrastructure development were far from being realized – but especially that there were not even figures presented at the meeting to illustrate if any jobs at all had been created, in order to alleviate high unemployment in the community of just over 100 000 inhabitants.

It helped little that TNPA officials cited also ongoing discussions within the institution intended partly at ensuring that businesses currently utilizing the port ,such as mining; were not impacted negatively by the new projects.

An apparently frustrated Ms Chikunga responded: ‘If decisions take 14 months to make…by people sitting together every day, who therefore can organize one another and discuss, what do I say? What report do I take to the President…and you are expecting investor confidence?

“It cannot be that you are taking 14 months to sit and discuss. The second issue for me is that we do not respond quickly as South Africans, why is that? If are you are saying we as the Department of Transport are appointing people who do not know what they are doing, then tell us, so that we can look into the issue!

“We are a country like other countries. We must be able to respond quickly enough as other developing countries are doing. I am talking about Kenya. I am talking about developing African countries. A delay in an Operation Phakisa project has so much impact on other projects..and surely it should be frustrating investors even more because there is money involved,” said Ms Chikunga

TNPA Chief Executive Officer Richard Vallihu, however assured both Ms Chikunga and the business and local community representatives that deadlines on the projects would be met, and that a substantial number of jobs were assured to be created in this and various other current projects underway, inclusive of the deepening of parts of the Durban port.

With regards community benefits but especially in terms of jobs and related matters, Mr Vallihu said his institution was doing far more, as it had embarked also on investment in schools along its ports intended to offer skills development programmes for labour, specifically youth and women that would be absorbed in the maritime sector.

The imbizo wrapped up with a visit of the earmarked port area in Saldanha designed for oil and gas infrastructure development.
