The Office of the Chief Examiner is responsible for ensuring compliance with the STCW Convention and Code 1978 as amended, and the Merchant Shipping (Safe Manning, Training and Certification) Regulations 2013 as amended.
The Office ensures that the South African Maritime Qualifications Code reflects local legislation and international conventions in terms of content and curriculum. It also establishes policy for the effective and consistent interpretation of existing and future Legislation.
The Office promotes the development and promulgation of legislation to put local and international Codes and Conventions into effect
The Office is responsible for maintaining international standards in accreditation, examination and certification processes to sustain SAMSA’s status as a respected international Maritime Authority. In order to do this, it the Office manages an audit program to ensure that international standards are maintained. It also plans proactively for IMO and other external audit processes and schedulesinternal audits as required. The Office promotes inter-governmental discussions and agreements on mutual acceptance of qualifications and standards and recognition of Certificates of Competency.
